Noor Mandala HR Consultancy connects European employers with screened, trained and work-ready candidates from the UAE, Nepal, India and beyond — and guides each candidate from first interview to arrival.
Noor Mandala HR Consultancy L.L.C is a UAE-licensed recruitment and HR consultancy headquartered in Bur Dubai, United Arab Emirates. We provide international recruitment, manpower supply, candidate screening, documentation support and pre-departure training for employers across Europe, the Gulf and Asia.
Most agencies stop at sending CVs. We run the corridor end to end: sourcing and screening in Dubai and South Asia, interview coordination with the employer, document preparation, work-permit and visa follow-up, structured pre-departure training, and support after the candidate lands. Our European office in Yambol, Bulgaria means part of that work happens inside the EU rather than remotely.
Straight answer on guarantees: no recruitment agency can guarantee a visa. Work permits are decided by the immigration authorities of the destination country. What we can guarantee is an honest job description, written costs, real employer contact and complete documentation — the things that actually decide most cases.
Each corridor has its own permit route, timeline and paperwork. Open a country to see how that specific process works.

The employer selects. The candidate receives the written offer and contract, and every cost is explained before anyone commits.
Passports, certificates, attestation, medicals, police clearance and translations are collected and checked against the destination checklist.
The employer or our EU team files with the destination authority. We track the file and keep the candidate updated honestly, including delays.

Our Yambol, Bulgaria office works European hours, meets employers face to face and handles documentation locally — not everything routed through Dubai.
Our own online Learner Portal covers Malta Skills Pass topics, interview questions by position, workplace English and country rules, with practice exams and certificates.
Every candidate gets the cost breakdown in writing before committing. We do not promise visas, because no honest agency can.
Sourcing, screening, documents, permits, training and travel are handled by the same team, so nothing gets lost between vendors.

Yes. A large share of our candidates are UAE residents already working in Dubai, Abu Dhabi and Sharjah who want to move to Europe. We also work with candidates applying from Nepal, India and other countries.
Fee policy depends on the country, the employer and the applicable law of the destination market. Our practice is to explain every cost in writing before a candidate commits to anything, and to never make guarantees about visa outcomes, which are always decided by the authorities of the destination country.
It varies by country and by season. Malta single permits commonly take a few months from submission, and Bulgarian, Romanian and Polish permits follow their own national timelines. We give each candidate a realistic estimate for their specific case rather than a single generic number.
Yes. Selected candidates get access to our online Learner Portal, which covers interview preparation, Malta Skills Pass topics, workplace English, country rules and pre-departure guidance, with practice exams and certificates.
Employers can send a job order through our employer page or contact the Dubai office directly. We confirm the role, salary, accommodation and permit route in writing, then begin sourcing and screening candidates against that specification.
Candidates: send your CV and we will tell you honestly which corridor fits your experience. Employers: send a job order and we will confirm feasibility, timeline and cost before anything begins.
